It seems to me that all of the books of the prophets refer to the "Day of the Lord" repeatedly. J. Vernon McGee says, "As we read the prophets, it sounds like a stuck record as one after another looks forward to it." If God used these men to repeatedly proclaim the Day of the Lord, there must be something important to hear, even today.
In this passage, Joel relates to the people by talking about their present-day problem of a locust plague. God related to his people on their terms. He knew that they would not understand in full what was to come, but gave a glimpse so that they would understand their great need to have a relationship with him.
Our modern-day problems are just as overwhelming and out of our control. God still desires a relationship with his people.
