Jesus’ words were spoken to a Jewish audience. Some of them would be alive to see the destruction of Jerusalem in 70 A.D. Many of His followers would be tortured and killed. In the centuries to come, the Jews would survive many attempts to exterminate them, being kicked out of their land, and being hated by people in all nations. Their Messiah, their Savior, was telling them to love their enemies, do good to them and pray for them. He wanted them to be unlike their enemies because hatred destroys the human soul. If they can do it, so can we. God is more concerned about our souls than our safety.
